probably,The total level of the player is 96-105
The 5200 Mugar that drops the item is rare ambush at high levels. From my data: Ambush rate about 10%, drop rate very low, about 1 in 500. The lvl 96-105 version of Mugar drops 3360 ducats and not Shiva's arrow. See my post on Netmarble forum.
